The NBA should institute the Gilbert Rule.
If you get the #1 pick 3 times in 5 years and don't make it to the conference finals within 3 years you have to sell your team and allow it to be moved.

What the problem is that a team should not be allowed to win the lottery, or even get a top 3 pick in back to back years. If you screw up your number one, you shouldn't just get a do-over, thanks to shit luck. It prevents teams from getting back in the top 3 thanks to fucking up their pick, and it prevents  a team that improved to the rate that the odds were nearly/impossible to win the lottery a second time, yet they win it anyways, from getting into the top 3.
 
The NBA has the only system it sports that is so obviously unfair to teams, they need something so new, and this potentially could be the tipping point.
Wait until they win it again next year

Because the league doesn't want teams sending out non-competitive teams (see Philly) to the point where people won't watch/go to their games

Hits keep on coming for the Pistons too, since the Cavs knocked them out of the top 8 picks, they lose their pick now.

there are 1000 4 ball possibilities, each combination of 4 numbers is associated with a team. a team with a 1.4% chance has 14 combinations out of the 1000.

I think each team gets four digit codes and the drawing reflects those.

They draw 4 balls out of the 14. There are 1,001 possible combinations. The last combination, 14, 13, 12, 11 is assigned to no one. The remaining 1,000 combinations are assigned to various teams in order to get the desired percentages.

Poking around social media and I can't understand why people think the lottery was rigged. Unfair? Yes. Broken? Sure. But why would the NBA exactly want the Cavs to have this pick? If they were planning to rig this thing, wouldn't they put LA or Boston in the top 3?

Yeah, I'm ready to eliminate the lottery and all the conspiracy surrounding it. Inverse order of standings but limits on number of times a team can pick in the top 3 over a 5 year period.

Yes. If it were rigged the top 3 would likely be some combination of LA, MIL, BOS/PHI

Don't forget that we have the Sixers lottery protected first round pick for next year's draft (via the Jordan Crawford trade). We also have the Clippers' 2015 first rounder for letting Doc out of his contract. 
 
The Sixers two lottery picks from this year + Nerlens Noel + an improved MCW might be enough to get them into the playoffs in the crappy Eastern Conference next year.  If that happens, we will could conceivably have three #1s next year.

Just a wild guess but I suspect that Wesley Edens did not have any inkling that his 18 year old daughter would become more of a sensation than his dtaft slot when the sun rose this morning. Wesley Edens almost certainly married up but he is a fucking dumbass.

Why do you think when they had Giannis,Brandon Knight, and the other owner's daughter in the building they ended up with the hotter daughter on TV.

Yes. the lottery includes all teams not making the playoffs.
Therefore. Lottery protected means, we do not get the pick unless they make the playoffs.

Ugh my bad, I just read the second paragraph of the original post. While I vehemently disagree they could make the playoffs I wasn't aware he clarified the pick restrictions. We're on same page.

Yes absolutely. All parties knew exactly what was occurring there. The overnight numbers on the lottery was a 2.9 and I'll venture to guess when the Bucks return next year that rating number busts 4!
