I think soccer/football is most prone to the gut-punch phenomenon just because scoring is so infrequent. Basketball shots and football passes happen all the time, but a goal at any particular moment is an improbable event, especially with stoppage time elapsed and the ref looking at his watch. You'd expect to win 990 out of 1000 of those.
And unlike other low scoring sports such as hockey, the away goals rule introduces the possibility of going from winning the tie to losing the tie on just one kick.

I had the same thought. It would be like Alex Cora announcing that he was going to recommend that Mookie Betts hit leadoff in tomorrow's game. All it does is make it seem like it's unlikely to actually happen.

A Manc take on this entire situation here: it’s very detailed but I think provides proper context. Fundamentally, most of the fight back then were between bean counter types on the interpretation of the rules as they applied to FFP during its implementation period. City felt they had just squeaked in (and likely with some dodgy deals) and the FFP rules were changed after they filed financials which had them just outside. A swing of about 5 million pounds that led to the original sanction. In the end, city didn’t pursue a legal case and took a punishment that likely felt unjust to those in charge. I think if UEFA really try to open this up again they’ll find themselves in court.
