Because the defense doesn't know who to cover. That's trade for the offense: These players are exempt from most illegal blocking rules (low blocks, blocking in the back, clipping, etc.) but they can't go downfield.I never really got why that needed to be a penalty. If a lineman wants to run downfield and not block for the QB, and can't catch the pass, why shouldn't he be allowed to do that?
