And is there any program that has done less with more than Texas? My god they have infinite money and can recruit like mad but they need a generational talent like Vince Young to do anything with it.

If Georgia beats Alabama and Wisconsin wins the B1G, Notre Dame will probably slip into the Top 4.

Such a bullshit penalty. He spun it halfway - he didn’t do anything that taunted anyone.
It's directly prohibited by rule, hard to get around it (9-2-2a):

After a score or any other play, the player in possession immediately must return the ball to an official or leave it near the dead-ball spot. This prohibits: (a) Kicking, throwing, spinning ... the ball.

If Rutgers could get NJ high school talent to stay home they would be a perennial top 10 team.
The difference of course is people in Texas actually care about UT. And I think it is still pretty easily the most popular team in the state. Rutgers can't make that claim

UT doesn’t prioritize football above other things anymore, and the talent is being sent to so many other schools in state. That and the regents and donors run the program, not the athletic department, is why they’re garbage.

Another huge problem for Texas is that Texas high school football doesn’t turn out the kind of brutish, strength-focused talent on the lines that you find in the SEC. Texas high school football is focused on quickness and high-scoring offenses, primarily through the air. That style of play pretty consistently produces line players who have quickness but are relatively weak in the trenches. Combine that with the fact that Texas high school coaches more or less dictate how recruiting is run and funnel their players to the programs they want and you get really bad line play at Texas, which recruits about 90% of its roster in-state.

Texas will be mediocre to bad for a long time. Very disheartening.

7 on 7 is the worst thing to happen to football since the 3-4 defensive front.

The problem with any theory of Texas's problems that have to do with the state itself is that they also ought to also extend to TAMU, right? If Texas was consistently falling short in the CFP against the Alabamas and Ohio States, that would be one thing (Oklahoma, basically). But they can't beat Baylor.

Edit: But obviously, it's a cocktail of reasons. I wish I knew how to pull a count of NFL linemen by home state.
