Cell phone keypad disabled in moving vehicle ?

Have you downloaded an app like SafeCell (there are others, like Driveoff, Drivemode, Textbuster, DriveScribe, and Canary), all off which are intended to disable the phone functions to varying degrees while driving.
 
 
It's possible you may have downloaded any of these or something like them inadvertently (it could have been wrapped in another download and you may not be aware).

What carrier do you have?  I know ATT has the ability to change a setting somewhere in their software to lock phones down when vehicles are moving

Straight Talk uses the AT&T network, not Verizon.
An app makes more sense... I'm not sure why any carrier would do this themselves since there's no way for them to tell if someone is a passenger or not.

 I believe Straight talk a variety of carriers which includes both AT&T as well as Verizon and T-Mobile.
