If you are unaware Angel stadium lowered the RF wall significantly...

Here is before.

Here is the new RF wall starting this season.

Yes, the "HR line" is BELOW the scoreboard. so anything that hits above it is a HR. See Today's HR by Mike Trout:

It will be interesting to track over the next few season how many Home runs are gained (by opposing and the home team) with this very short porch, like we have done with NYY RF

It's not a "short porch" like the NYY's RF. It's a lowered HR line. RF in LA is still 350', NY is 314'. That's still a deep RF.

The line is "below" the scoreboard because the wall sits a foot in front of it.

Also:
Based on three-dimensional trajectories provided by Statcast, a report on MLB.com determined that there would have been 17 more home runs hit in Angel Stadium in 2017 and 16 more in 2016.

That's still going to be a very confusing distinction, since there doesn't appeare to be a gap between the two walls. (Or at least I could not see one on the replay of Trout's home run. Just looks like the new electronic scoreboard is set back a foot and there's now a shelf connecting the two walls.)

Seems designed to cause a lot of confiusion, but whatever, it's the Angels.
