With the Beeks trade and the Martin release, one would think that minor league pitching promotions would begin soon (perhaps after the trade deadline but perhaps earlier).

Pitching promotions I'd like to see:

Mike Shawaryn and Travis Lakins from POR to PAW
Darwinzon Hernandez and Harrison Cooney from SAL to POR
Denyi Reyes and Durbin Feltman from GRE to SAL
Eduard Bazardo from LOW to GRE

I tend to agree with your desires... but I'm still not sure how the Red Sox organization is going to do this given what they currently have in Pawtucket.

Martin's space was taken by the returning Marcus Walden. The assumption is that once Eovaldi is activated, one of the optionable relievers will come back down (although... none are good candidates. I can't see Velazquez or Workman or Brasier being optioned at this time and yet... unless another trade is in the offing or a Joe Kelly DL appearance comes to fruition, someone needs to move.)

However, the Pawsox are light in starting pitching and I'm not sure how long they want to put up with a rotation of Cuevas, Haley, Shepherd, Josh Smith, and Josh Smith. So... I do think at some point Shawaryn will be moved to Pawtucket... and I think that will bring Houck to Portland (2.72 ERA in his last eight, pitched into the sixth six times), and Reyes clearly needs a push upward.

[I should say that it isn't that the PawSox don't have some players they could move on from. But, I don't think the Red Sox organization is just going to cut bait on Fernando Rodriguez or either Josh Smith (or Marcus Walden) because you need those types of players to sign up to your organization in the future. And possibly in the present (see Ryan Brasier). And they haven't pitched poorly. (Well, Walden did but was injured). But, it is a delicate balance.]

I'm less certain about how to move Lakins (or Gorst or Kelley) permanently to Pawtucket. Feltman will be moved to wherever they want him to go next with minimal fuss (assuming a move to A+ or AA).
