The Raiders have a bunch of picks, a ton of cap space, very few good players and GM Mike Mayock to try and keep Coach/GM/Generalissimo John Gruden focused and somewhat bound by reality and good sense. This looks like a team hoping to improve to the 8-9 wins range and then to compete when they get to Las Vegas in 2020.

Cap Room: Around $55M after the Trent Brown and Antonio Brown deals. They will likely cut WR Seth Roberts and OT Donald Penn to make another $10M in room. They will have to pay draft picks around $15M in cap room this year.
Coaching Staff: John Gruden runs the offense, with only terrible OL coach Tom Cable having any real independence on that side of the ball. Paul Guenther is the DC, with quite a bit of autonomy. Not many changes from last year.
Offense:
QB- Derek Carr is in his prove it year. He was excellent at times last year (Denver, Indy, Chiefs, Steelers) and terrible at other times (SF, Chiefs in Arrowhead, Rams) and either way had not much to work with after they traded Cooper and Marshawn Lynch was hurt. His contract has regressed toward the middle of the NFL starting QB market and he is only 27. They will give him this year to prove he belongs, and if he is average again they will likely be looking for a successor next season.
RB: They tendered Jalen Richard at a 2nd round slot, they will likely bring one of Marshawn Lych or Doug Martin back and are probably in the draft / FA market for a back.
OL: Oh boy. The dominant 2016/7 offensive line under Mike Tice is gone. They traded Kelechi Osemele to the Jets and singed Trent Brown. They have to the two rookie tackles who were manhandled last year - Brandon Parker and Kolton Miller, along with the best center in the game (Rodney Hudson) and well paid LG Gabe Jackson. They also resigned journeyman G Denzel Good. They will probably draft one more OL and look to make it work with this group. I imagine Jackson moves back to LG and they go with either Good or a Rookie at RG. I would not be shocked if Brown plays on the right and Miller stays on the left.
WR: They have AB, Jordy Nelson, 2nd year guy Marcel Ateman coming back. They are going to be in the market for a receiver in the draft and probably another free agent as well, assuming they cut Seth Roberts.
TE: They probably are not resigning Jerrod Cook, who was great last year. They will bring back Dereck Carrier, Lee Smith and Darren Waller. They are probably drafting a TE.
