Thought we should have a thread here now, PHI has managed to add Harper and Realmuto and Segura and McCutchen and David Robertson and still are in a four-way dogfight for the division.

Will they keep going and add Keuchel or Kimbrel or both?

You need to look at the list on the right side there for AAV/tax purposes, they have them at $187M including everything. But there's no reason to not go over $206M (the first of the three levels), the third level is the one all teams so far except BOS 2018 have avoided (including BOS 2019).
