IMO, great golf courses are distinctive. Valhalla isn't, although it sets up well for match play (read: Ryder Cup).

Well, of Nicklaus courses, Muirfield is a better course by far. I also think they're calling it mediocre compared to other major-caliber courses, and it is. Compared to your average course, there's nothing wrong with it.
 
Edit: as Freddie Lynn said, it's not distinct. And its distinct elements, like the island green, feel contrived.

Do you mean distinct in terms of the technical aspects (distance, layout etc) or the look and feel?

Ex: Harbour Town is distinct in the sense that it has the light house but I have no idea if it is distinct in other respects

Great gold courses have at least a handful of memorable holes. Valhalla's only one is 18, which is easy as shit.
