What I don't get is why they sent runners back to 1st and 2nd. That's a headscratcher.

I don't think there's a stipulation in the rule book to send runners back. If they rule that the runner interfered with a play on a second runner after he was tagged out you call that runner out. I don't get the sending him back at all.
(d) Any batter or runner who has just been put out hinders or impedes any following play being made on a runner. Such runner shall be declared out for the interference of his teammate;
