I think you only need a clear recovery to prove that the defense recovered it. You don't need a clear recovery when the ball is fumbled out of bounds on 4th down, or if it's fumbled through the end zone for a touchback. So I think because it was 4th down it would go back to the spot of the fumble for a turnover on downs.I think the problem is that you need a clear recovery to reverse the call on the field, right?
