From experience I would say yes. I played a lot in Colorado for 7 years, usually though around 8000 feet elevation. The first month or so was always indoors, but when we hit the outdoor rink it was always a game or two for my lungs to catch up. Not 5 minutes after it happened and after they reviewed the initial call. I literally have never seen a ref do that.
