Also, the rules don’t work like that—-the shot block and any foul are totally distinct, there is no situation by nba rules that results in the either/or you describe. It’s not the nfl—tipping the ball does not excuse contact. Just FYI.

Contact between the defender's hand and the ball that precedes contact on the shooter's wrist excuses the subsequent contact.
