    Because if it's not a card it's a penalty, you can't say there isn't a foul (pen or simulation) there the ref has to make a call.

    If it's not a penalty it's a card...ref did not want to decide the game. Same reason he did not give a clear fouls at the top of the box 30 seconds earlier.

    Not giving that penalty is insane, the penalty given in the first half the player had no chance of shooting and was just sprinting in the box losing his balance when there was contact. How that is any different beyond Saka had more control of the ball is beyond me.
