--2020/21 cap will still be $81.5 million.(My thought would be that the percentage chance of Krug leaving just went up a lot).
--NHL players will go to the Olympics in 2022 and 2026.
--This year's playoff pool will be doubled to $32 million.
--Minimum salary will go up to $750,000 and will be at $800,000 before the end of the CBA.
--NTC and NMC will carry with the players if they have agreed to lift it.
--Players 35+ can sign multi year deals and if they retire before the end of the deal there will be no cap hit.
--6 year deals that are front loaded and worth at least 7.5% of the cap can't exceed a 35% difference between the highest and lowest cap hit in the deal.

RTP
--Anyone can opt out with no penalty.
--Testing pre-hub and daily testing at the hub.
--Mandatory masks in the bubble for players and staff, restrictions on how many people in hotel lobby and elevators, and everyone will get their own hotel room.

Pretty positive changes all around, with one exception - a 35% max difference between top and bottom cap hit is reasonable in spirit, but with the added stipulation that AAV must exceed 7.5% of total cap, IMO it's not sufficient for preventing cap circumvention on long-term deals. Especially now that 35+ players can retire without being dead weight on the cap.

The existing rules in place are:
  • Adjacent years cannot exceed 35% variation relative to the salary in the first year of the specific deal, for both salaries increasing and decreasing
  • The year with the lowest total salary cannot be less than 50% of the year with the highest salary
Example A - 35+ player on low $$, backdiving to lower AAV

Year 1: $4m
Year 2: $3.5m
Year 3: $2.5m ($1.7m signing bonus)
Year 4: $2m ($1.2m signing bonus)

If the player were to retire on July 2 of year 4, this essentially allows the player to collect all but $800k of a $12m deal while having to play 3 years, and representing a $3m AAV throughout - with no dead money on the cap, this is yet another way for rich teams to continue to circumvent the cap.

Example B - circumvention of 7.5%+ of cap contract ($6.3m+ AAV) for a 28+ year old UFA

Year 1: $8m
Year 2: $8m
Year 3: $8m
Year 4: $7m
Year 5: $6m ($4m signing bonus)
Year 6: $5m ($4m signing bonus)
Year 7: $4m ($3.2m signing bonus)
Year 8: $4m ($3.2m signing bonus)

As it stands, the above is an 8 year, $50m contract with an AAV of $6.25 - coming in just under the $6.3m that would represent 7.5% of the $84m cap limit. If this player is say, age 30-31, they get paid 62% in the first 50% of the contract, and get the lion's share of each subsequent year on July 1, giving them the opportunity to get a pay day and retire, and representing another loophole for rich teams.

I'm not complaining from a Bruins standpoint, and think the team will ultimately use some of these circumvention tactics, but it's disheartening to see them say they'll address cap circumvention and only really half-ass it.

I have not read the specifics anywhere, but in the event a team has a player or several test positive, but they are not exhibiting symptoms, how long are they preventing that player or players from returning to the lineup?

- Prior to leaving for the bubble, everyone will be tested 3 times 48 hours apart in the 7 days prior to going to the bubble. Once they get to the bubble, for the first 5 days, people will only be allowed to interact with other people in their own teams traveling party. They have waivers from the Canadian government so US teams and personnel won't need to follow those quarantine guidelines.

- Teams will have a maximum travel party of 52., with a roster limit of 31 players. The remaining 21 can be coaches, execs, owners, etc, but it also must include a content creator (seriously), a phase 4 compliance officer, security personnel and a physician.

- Everyone in the bubble, including hotel/restaurant/officials will have daily temperature checks and Covid tests.

- In the bubble, teams get their own floors of the hotel. Players will get their own rooms and are not allowed to enter other peoples rooms. Masks are required everywhere outside of their rooms, except when exercising or eating. Housekeeping will be done every 3rd day. Teams will have their own designated meeting places within the hotel. There's a pool and fitness center, and outdoor space for them to mingle, get fresh air,. walk around etc. They will get contactless room service and delivery from local restaurants. The league is planning group "excursions" which basically golf trips to get them out of the bubble from time to time.

- Players can be authorized to leave the bubble for medical or a personal reason like the birth of a child. These players will be allowed to return but upon returning they need to isolate until they have 4 negative tests over a four day period or longer depending on where they went to.

- For the Conference Finals and Stanley Cup, players families can join the bubble.

- If a person tests positive inside the bubble they will be immediately isolated. That person then will take a 2nd test. If the 2nd test is also positive they remain in isolation until cleared. If it comes back negative, they will still remain isolated and will be tested again in 24 hours. For positive tests for asymptomatic people, they will be allowed to rejoin after 2 negatives over 48 hours, or 10 days in isolation has passed. For symptomatic people, after their symptoms have subsided for 72-hours or 10 days in isolation.

Sounds like they have a pretty well thought out plan here, but we'll see how well they'll be able to enforce it. They say organizations will be fined and/or forfeit draft picks if they break the bubble rules, but the bubble rules seem pretty reasonable and realistic. I've always thought the biggest hurdle for returning to play is getting everyone into the bubble. Getting the Panthers, Lightning, Coyotes, Hurricanes and other teams in areas of the country that are spiking through training camps and into the bubble unscathed seems like a giant hurdle to clear. I think the better play is to try and have everyone meet in the bubble and have the training camps inside. Tthat's another month+ for the players to be away from their families so I can understand why they wouldn't want to do that.

Scheduling plan. Games at 12, 4, 8 local time on both hubs. In the qualifying round, McKenzie says the round robin teams would probably play at 4 since they are using regular season OT rules and it would eliminate the risk of a multi-OT game shoving the late game back.

"The Conference Finals and Stanley Cup Final will take place in Edmonton. Each team will be permitted to bring a maximum of 52 individuals into the Secure Zones in the hub cities, including a maximum of 31 players.

In keeping with the League’s commitment to the health and safety of all participants, each of the 52 Club personnel will live inside a secure “bubble” – the Phase 4 Secure Zone – and will be tested daily for COVID-19 as well as being administered daily temperature checks and symptom screenings. As well, individuals who might have direct or indirect contact with NHL teams will be tested daily. Any person inside the Secure Zone who tests positive will immediately be isolated."

Daily COVID testing of everyone is certainly a good thing

And broadcast info hasn't been released yet, though my guess would be all games on the nbc family/nhl network like regular playoffs nationally

There are really no intriguing matchups in the Eastern Conference. I guess Montreal/Pittsburgh.
Kinda disagree. Toronto/Columbus is going to be good. Columbus was decimated with injuries at the time of the shut down, but will be fully healthy. Tjwy obviously don’t have Panarin and Bob anymore, but that team was a tough out last season and the core of it is back. Canes/Rangers should be good as well. We’re also talking 5-game series so anything could really happen. If Carey Price comes out of this on fire, Pittsburgh could get sent packing.

Also, we’re obviously in a pandemic so who the hell knows how players and teams will adjust.

Yes. The 8 play-in losers go into a lottery for the 1st pick. It’s weighted evenly, so each team will have a 12.5% chance at Lafreniere.

FWIW for game times, Caps/Lightning on 8/3 is at noon per Peter Rosenberg. Wonder if seeding group games are all early. Not sure if this is accurate.
The 8/3 schedule he had was Caps/TB at 12, Dallas/Vegas at 2, NYR/Carolina at 4, Chicago/Edmonton at 6, Montreal/Pitt at 8, and CGY/WPG at 10

Yeah, round robin games will be first. Regular season OT for those so there’s no risk of a multi-OT game screwing up the rest of the day.

Russo is tweeting that Kaprisov is signing tomorrow and the wild are burning a year of his ELC. One of the best players not in the NHL. Pretty exciting stuff. He will not be eligible to play in the tournament. I'm sorry I can't link. I'm mobile and technologically ignorant.
 
I've commentated on more than a few KHL (and Olympic) games in which Kaprizov played, and played very well relative to that level of competition - I'm really looking forward to seeing how he transitions to the NHL, although of course these aren't exactly the ideal circumstances in which to expect he'll be looking and playing his best.

In the traumatic 2015 draft, the Bruins traded their 5th round pick for a 2016 5th round pick, ostensibly trading for a lower pick. The pick Minnesota used to select Kaprizov? The Bruins 2015 5th round pick.

Heh...it's been a while since I last commentated on him, so I wouldn't like to guess where he is as a player now. He had all the offensive tools a few years ago when he was first acquired by CSKA Moscow, and in the last two years he's converted that promise into more production (30 and 33 goals in his last two seasons, after only 15 the season before that - and remember, the KHL is not a high scoring league by any stretch of the imagination). But I really don't know what he's going to look like; I just know I'm really looking forward to seeing him again.
