PF(runs) = 112 (highest in league)
PF(hits) = 106 (highest in league)
PF(doubles) = 119 (highest in league)
PF(home runs) = 105 (fifth highest in league)
And what do you consider cold weather?
I must say I had no idea park factors for the minor leagues were being kept. I thank you for the link.

Yeah, I did a Google search for "2012 minor league park factors." That url was the first return and I missed seeing it was for 2011. Incidentally, your source uses runs created instead of runs and I have no idea how much difference that causes.
