I feel that Belichick wants guys coming off injuries to practice for two weeks during the season. Hernandez practiced last week but didn't play. It makes sense when you assume the team will be playing 19-20 games. Missing two games isn't such a big deal.
Im not saying the Patriots are going to make it to the Superbowl, but you have to manage the team's health under the assumption that you're going to be playing in February if you're Belichick. It falls in line with how Belichick handles everything else too.

It depends on the injury. Welker was on the practice report this week for the first time, so presumably he hurt something last week, but I expect him to play. It could be a blessing in disguise. Injuries to #1's give #2's reps in case the #1's are gone for a significant period of time. If the #2 guys can play well and get some confidence, it builds quality depth.
