So Uruguay had to play Costa Rica in a 2 game playoff to get the last CONCACAF/South American spot, yet here they are in the quarterfinals. Because of that underwhelming performance, I expected little from them this tournament. Have they always been underrated because of their qualifying competition or has something changed between then and now?
