Looking at this list, it's like a musical chairs game every year for the first overall pick and top 10 picks between the Royals, Rays, Rockies, Brewers, Pirates, Orioles, and Nationals. Where is the bumper crop of young talent thats supposed to be making these teams competitive? Is it all because the cost of resigning this talent is too great for these teams? What's broken where all these teams are perennially at the top of the draft order?

Aside from that, I'm looking at this and seeing very few high spending teams on minor league talent ahead of the Sox. Maybe the Phillies? Or the Rangers? Hopefully this means the Sox can use their sucking as a way of landing a major signability guy.

Funny how the Cardinals get a better draft pick despite being in the NLCS...

The Diamondbacks and Mariners will spend the necessary money to land a player. Even the Royals have shelled out for the BPOTB in recent years.

The bad part of picking where we are is that this is an off-season where not only are we likely to not gain any picks via compensation, we are probably going to lose our pick. Though the FA market isn't fantastic, I have a hard time seeing the Sox not getting at least one player, even if it's a Justin Speier level-player. That's going to cost us the #20 pick which is a damn shame. This is all under the assumption that compensation doesn't get scrapped, which it looks like it won't.

While it's true we're likely to lose our pick, would we not get a 1st rounder and a sandwich pick for the likes of Trot Nixon should we cut ties with him? Provided of course the team that signs him doesnt have their pick protected (what's the cutoff again?) and that they don't sign someone better which makes Trot a 2nd round pick up plus a sandwich.

Yes, but only if the Red Sox offer arbitration to Nixon (or Loretta). That's a risk they may not want to take.

Regarding the cutoff, the top 15 picks in the first round are protected.

Does Elias have a list of Type A (top 30% of their position) and Type B (in 31-50 percentile range at their position) free agents for 2007?

SOSH Wiki says that for Type B:
QUOTE
If the free agent is Type B, Team 1 receives what is known as a "sandwich pick" in the following year's amateur player draft. After round 1 (30 selections) in the draft, Team 1 will receive an extra pick. For more info on sandwich picks, please see the section on the amateur draft.

but about.com says:
QUOTE
If a team loses a Type B free agent, it gets the signing team’s 1st or 2nd-round pick, but no bonus pick.
What determines whether its a 1st or 2nd round pick?

If a team is slotted 1-15, their pick is protected. So if they sign a type A or B free agent, they lose their 2nd rounder.

I can attempt to speak to this from my looking at the Rays this year. The previous FO drafts combines rushing some of their picks to the majors (Baldelli, Upton, Brazelton-possibly), injuries and just some poor judgement/luck. The new FO has made an effort to emphasize character more and are attempting to have their young players work on their weaknesses pior to bring them up.

Great list of Rays drafts and what happened to the players--although it needs some updating

All of the reports about the structure of the new collective bargaining agreement indicate that there will be no compensation for lost free agents going forward.

Maybe a stupid question, but does that include this season?

According to the AP (via ESPN), there will be compensation, but it will be cut down some.

QUOTE
Free Agent Draft Pick Compensation
• Draft-pick compensation for losing Type C free agents is eliminated. Compensation for Type B free agents is changed from direct (losing draft picks) to indirect (sandwich picks). Starting in 2007, Type A free agent redefined to top 20 percent at position (from top 30 percent) and Type B to 21-40 percent (from top 31-50 percent).

The Foulke pick can still change due to some other signings.
