Holding behind the line of scrimmage on a pass play is assessed from the line of scrimmage. If a WR holds 40 yards downfield on a long running play, why should the first 40 yards of the run not count?

Cause no other rule in the league works like that? DPI and Offensive Holding Offset even though DPI would not exist if not for the holding (theoretically). No rule takes into account what happens during the play except for this one holding call.
