Apparently the Yankees were not fined for the YES camera allegations but instead because "we learned that during an earlier championship season (prior to 2017) the Yankees had violated a rule governing the use of the dugout phone." That sure seems like a "don't snitch" fine to me if ever there was one.

This is exactly what this punishment is for. Not so much for the transgression, but for airing MLB's dirty laundry. The message isn't don't use electronic devices to steal signs. The message is either don't go looking for it or don't get caught.I think he's also sending a message that he'd rather not be dragged into this sort of thing and that the clubs should have dealt with each other directly first.
