An early signing period for football is under consideration.  In essence, it would allow recruits who are certain of their decision early to go ahead and sign the papers and avoid a lot of hassles from "flip" activities.
 
Although other factors are at play, the general feeling among recruiters is that, according to Kentucky HC Rich Brooks, it "would make recruiting more clear cut and easier. You never know if players (verbally committed early) will actually sign and some players verbally commit to more than one school.  With this, you'd know whether you're in or out months earlier and if you're out [be able to] get another player at that position.
 
Interesting that of the 89 sports for which the NCAA has championships, football, soccer and water polo are the only ones without early signing periods.

Within this story are rule-change proposals being kicked around by the NCAA.
 
The full list of proposals:
  • Allowing an eight-person officiating system to be utilized. A center judge was used experimentally in several conferences during the past two seasons. The benefits of having the extra official included getting the ball spotted more efficiently and detecting holding and hands-to-the-face penalties.
  • The ineligible downfield rule was adjusted from three yards to one yard past the line of scrimmage. To be legal, a lineman who is more than one yard past the line of scrimmage must be engaged with a defensive player when a pass is released.
  • A 15-yard unsportsmanlike foul will be called on players who push or pull opponents off piles - for example, following fumbles.
  • If a helmet comes off a defensive player in the final minute of a half, there will be a 10-second runoff of the game clock and the play clock will be set at 40 seconds. Previously, the play clock was set to 25 seconds.
  • Officials will return to giving teams an initial sideline warning when their personnel move out of the designated team bench area.
  • Officials are to treat illegal equipment issues - such as jerseys tucked under the shoulder pads and writing on eye black - by making the player leave the field for one play. The player may remain in the game if his team takes a timeout to correct the equipment.
  • Allow instant replay review to see if a kicking team player blocked the receiving team before the ball goes 10 yards on onside-kick plays.
  • Teams must be provided at least 22 minutes prior to kickoff for pregame warm-ups. Teams may mutually agree to shorten this time period.
  • The calling of team timeouts by the head coach will be instant-replay reviewable at any time.
  • If the play clock runs to 25 seconds before the ball is ready for play, officials will reset the clock to 40 seconds. Previously, the play clock would be reset when it reached 20 seconds.
  • Based on research findings of the National Football League, non-standard/overbuilt facemasks will be prohibited.
  • The committee also discussed length-of-game issues in the sport, meeting with television partners in an effort to find ways to reduce dead time in the game. In the 2014 season, the average game in Football Bowl Subdivision was three hours and 19 minutes.

SEC actually has a rule that would prevent a transfer to an SEC school (due to his academic suspension), but what are the odds they would stick to it in this situation. That would be poetic justice, denying a Notre Dame grad admission to the SEC for academic reasons.
 
 
 
Bylaw 14.1.15.1 requires that the "student-athlete has not been subject to official university or athletics department disciplinary action at any time during enrollment at any previous collegiate institution (excluding limited discipline by a sports team)."

Pre-season polls are the stupidest and worst thing to happen to college football ever. These polls ruin much of the fun of the season by pre-determining who is and isn't realistically in contention for the title. The first poll should come out in November.

Sadly, as a Longhorn fan, I agree. I'm always the optimist but it could be another long year down in Austin.

How are the Longhorn faithful feeling about Charlie Strong right now?  Will they have the patience to let him instill his program or will be sent packing before he can get it all turned around?

Charlie is getting it turned around. Mack left the cupboard so bare that it's going to take a couple of years, but by next season we're going to see a perennial top-10 contender emerge from the ashes of DKR. If Patterson doesn't run that whole program into the ground with his cockamamie marketing crap, Charlie is going to be a legend.

Pretty much agree with KK. Strong essentially leveled the existing home to the foundation to rebuild it instead of renovating it.
 
He was stripped of most talent and had zero playmakers and still had one of the best defenses in the country last season.
 
Once they get a QB they'll be off to the races again - unfortunately that won't be this season. I think they'll be more competitive and I think they'll be bowl eligible but I don't expect much more beyond that in 2015.
 
But he's hauling recruits now and that pipeline will get bigger and bigger.

Yeah, it all depends who you talk to. I think most rational fans saw last year as a bit of a punt year and were willing to look as 2015 as the beginning of the rebuild, saving years 3 and 4 as the true measuring stick. Then there are the people who were going to hate him no matter what because he wasn't born with the name Nick Saban, and they wanted him fired yesterday.
 
His first real year of recruiting was great, and like you said, he's hauling them in now. If he gets one of his QB recruits to develop, he will be fine (Locksley, Buechele, or Ehlinger). Based on his promise not to recruit more QBs, I think Strong is confident in this younger crop.
 
For the record, I'm a big Charlie Strong fan. Another 6-7 season with five blowout loses might be enough to put him on the hot seat though. As long as he can avoid that, I think he'll be given time to turn it around. I believe he's the guy to do it.

That's good to hear for the Big 12.  Texas needs to be up there for people to take the league seriously.  I'm looking forward to the Horn's visit to Morgantown this fall.  When they were up here two years ago we had a blast with all the Texas people we came in contact with, great fan base and great times (minus WVU losing in OT).

Just something to keep an eye on down at Baylor, I think it'll end up being a big, big deal. 
 
Sam Ukwuachu, a Baylor football player who had previously been dismissed from the Boise State football team, was on Wednesday found guilty of sexually assaulting a Baylor soccer player. The event happened in 2013. Briles and Baylor did everything they could apparently to cover this up including an investigation the court ruled wasn't admissable. Baylor suspended him for 2014 but didn't pull Ukwuachu's scholarship and coaches were openly bragging about him coming back and making a big impact in 2015. 
 
Briles said he didn't know anything about Ukwuachu's behavior at Boise. Boise's Petersen said he told Briles everything that led him to being kicked off the team. 
 
This all occurred in 2013 and wasn't known until a Texas Monthly story last month. 
 
Good read in the Dallas Morning News about this case. Just something to watch.

I had a lengthy discussion, over the weekend, regarding this issue with a friend of mine who's a Baylor alum. She was decrying the fact that people and the media were out to get Baylor. I pointed out to her that the optics of the university's investigation turning up nothing were really fucking bad in light of the criminal conviction. She told me that she doesn't 100% believe he's guilty because one of her friends worked closely on the investigation and she told her he was innocent. I told her with as much snark as I could muster that I'm much more willing to believe a court of law than some "internal investigation" that wasn't even conducted properly.
 
This whole issue and the willingness of everyone associated with that university to stick their heads in the sand further adds fuel to my hate fire for Baylor. I really can't wait for that fucking Johnny-Come-Lately program to go crashing to the ground.

I've always been ambivalent about Baylor and even respected what Briles was able to accomplish at a school with such a pathetic football history.  Now, in light of this case, it seems like we can add Baylor/Waco to the list of places where football is just a little bit too important and powerful in the surrounding community.  I suppose I should be thankful that there was an honest DA who eventually looked at the case and took action.  Just goes to show that Waco hasn't got it all ironed out yet.  They still have some kinks to work out before they reach full Tallahassee.

I'm a Boise guys, so I'm biased (pissed) about this. Boise released a freshman first team All-American. Petersen, now the U-Dub head coach, is resented around Les Bois, but nary a soul thinks him less than a stand up guy w/r/t discipline. This is 100% on Baylor/Briles.

Baylor's basketball program wasn't punished enough for covering up a murder. This is just more proof that Baylor's athletic program is a very sick institution, and made some really evil deals to go so high so fast.

FWIW this isn't the first sexual assault case Baylor has swept under the rug.
 
 
In 2012, a Baylor linebacker named Tevin Elliott was arrested for sexual assault. At the time of his arrest, Briles said only that the player would be suspended because he had “violated a team policy” and that he’d have no further comment. After Elliott’s conviction on two counts of sexual assault—in a trial that included four other witnesses who said that Elliott had raped them too—details about how the school had reacted to the victim’s claims prior to Elliott’s conviction began to trickle out. The Baylor Lariat quoted the victim’s mother as saying that the school “was not helpful in guiding her daughter during this academically stressful time,” and that the accuser lost her scholarship following the assault. The paper went on to cite the prosecutor, who claimed that “Waco Police Department detectives failed to follow through with victim interviews.”

Those Texas Monthly and Deadspin pieces are pretty damning to the football program, the university and the Waco police department. They're not quite full Tallahassee yet but they sure as hell seem to be working on it. And, as Ringo pointed out, this goes as far back as that asshole Dave Bliss.
 
Most of my sports hate is just irrational sports hate, but for special cases like FSU and Baylor, it's a lot more rational.

I get the sense that most programs have a simple formula for this. If a player is potentially involved in a felony they get suspended from the team. If charges are filed against the player, they are gone from the team. I'm not going to fully toot Strong's horn because what he did is what lots of programs do. I know that there are plenty of examples showing otherwise, but we all know plenty of players getting tossed for being accused of lesser crimes at other schools. It's not rocket science. Hell, this kid was already booted out of Boise State for beating up his girlfriend.

A few things really bother me about the Baylor situation. First, this was kept under wraps by the university and the Waco police way too easily and way too long. It seems like this all came to light when the trial actually began (I believe the attack took place back in 2013 but I could be wrong). Second, it seems like Briles threw Boise State and Peterson under the bus. All American freshmen don't get tossed out of a program for no reason. I understand that there is some debate over why he was no longer in Boise, but it he clearly had some sort of violent past there (beating up his girlfriend) that should have made kicking him off the team at Baylor easily justifiable a long time ago. Finally, Baylor's treatment of the victim was horrific. She was in the same classes as her attacker and she was the one forced to switch her schedule despite the fact that both school policy and common sense say that he should be the one to do so. Then she has her scholarship reduced by the university. The reason- she was unable to fully participate on the team (because she was dealing with the trauma of being raped). Meanwhile her attacker keeps his full scholarship despite the fact that he could not participate on the team (ya know, because he raped someone). Absurd.

Baylor is easy to root against right now. I'm a Longhorn fan so I know that comes with a big helping of salt, but this seems indefensible to me.
