Microsoft has released a fix for this issue:

I've installed it on a number of servers at work and it has resolved the issue.
 
When you choose the appropriate download package to install, it will take you to a page titled with the offending KB3013455 fix that created the issue in the first place.  When you choose to download, there will be two files listed for download.  The file for KB3037639 is the one that fixes the issue.

I'm on Win 7 (not any of the systems in the thread title), but since the MS mega-debacle last August I've adopted a minimum 7-day waiting period on any and all Windows Updates until I can scope out reports on any issues that arise. Sure enough, the most recent one -- KB3006137 -- is causing browser extension deletion issues with some folks.
 
What critical flaw does that update address?
 
Update changes the currency symbol of Lithuania from the Lithuanian litas (Lt) to the euro (€) in Windows
