iPhone wi-fi download speed problem

I only use my iPhone for phoning and to play a couple of games that require internet. Lately those games have been having trouble loading, freezing, etc., even when I'm standing right next to the router. Today I did a bunch of speed tests on both my laptop and phone, one right next to the other, both connected to the same wifi network. The phone had slightly slower pings, about 50-60% of the laptops upload speed, and <1% of the laptops download speed. I spent some time on google and rebooted the phone, turned off location services, and reset network settings, none of which seemed to help. I manually changed my DNS to Google DNS and OpenDNS, and that brought my upload speed about equal to that of my laptop, and improved my download speed from ~0.1 Mbps to ~2 Mbps, but still well short of the laptops ~30 Mbps.

Details: iPhone 4S, iOS 9.2.1, software up to date. When I sync it with the laptop I can see that there is plenty of memory space.

Any ideas?

Update: I turned off bluetooth and got an order of magnitude improvement. Not as fast as the laptop, but close.
