Does MLB need a salary cap/floor?

The Dodgers and Yankees spending isn’t new. They’ve combined for two World Series titles in 23 years. The Dodgers title was in the covid shortened season. The Yankees title was 15 years ago. And Steve Cohen spent like crazy and missed the playoffs.
The baseball playoff system can be ruthless. Look at all those great 1990s Braves teams that wound up with 1 WS in a shortened season. I still can't believe the late 80s A's teams only got 1.

WS is the ultimate goal no doubt about it. But, I have been to many awesome early/mid summer games with my family and friends over the years. In most of those seasons, the Red Sox did not win the WS. And, if they did, we were never able to go to see the World Series live. So, as much as I love to see a title, it also great to see some all star talent and great players when I am actually able to see a ball game live. Some of my best memories with my dad are of seeing Clemens pitch in the 1980's. Never got a title, but the games were awesome. I have a friend who says he would endure a decade of last place finishes for a WS title. I am not that person. The team is a big part of my spring & summer every year, and since I probably have less summers ahead of me than behind me, I want to enjoy as many as possible, whether we get the title at the end or not.

While I know it’s impossible - a relegation/promotion system would be awesome in baseball to make every season matter. I have no idea how it would work - but even the bad teams having something to pull for makes the game more exciting.

Just like the other sports here in America. I’d LOVE relegation, considering we have minor leagues, unlike NFL and much of NBA. NHL could probably pull it off.
