I understand why you keep saying this but it isn't the case.

Someone else said it but I think he pulled up because he didn't want to hit him early and he just massively massively messed up the play.

Yeah, on the replay - I kind of agree, I think 43 was actually going to hit the WR before the ball was there, and buckled under at the last second to avoid an untimed down PI penalty
He chose poorly if so

I bet the DB was worried about hitting the WR too early and giving them a Flacco, and it threw off his timing.
This, I think - maybe in combination with whoever saw him catch a cleat. Just saw another replay, and he is way early to the receiver and not in control. If he hits him its PI, but I'm sure he never thought that over by the sideline like that the guy would then be gone. Wow.

I got it at 5.5 and had an uncomfortable 3 minutes listening to the announcers talking about how they still have to kick the PAT with people high fiving on the field and the clock at 00.

I don't think it's a penalty to celebrate after zeroes. There is no game left. The forced PAT is a gray area but that was a walk off, just like an overtime score. You get to go crazy when the clock is zeroes.
