The team converted $10 million of this years base into signing bonus, spreading that hit over this year and next. - reducing his cap by $5million this year.
The incentives are all “likely to be earned” so they are applied to this years cap - an increase of $5 million to his cap #

The net: 2018 cap # is unchanged
2019 cap # now sits at $27 million.
PFT speculated that could spark conversations next summer about an extension to spread the hit a bit

He’s getting $5 million extra. They took $10 of his base and converted it to signing bonus, allowing them to spread the hit for that amount over 2 seasons.
The extra “plus” for Tom is that the $10 million bonus money is in his pocket today

$1 million each for finishing top 5 in passer rating, completion %, YPA, TD passes and passing yards. additionally, 98.5 reports that his incentives all double if the Patriots win the Super Bolw this year

I can see it now - "Tom's mad because he's being rested and he's going to miss out on 2 million bucks!"

Incentives are categorized as LTBE (likely to be earned), or NLTBE (not likely to be earned) based on prior seasons performance. I think if you've hit that mark in the prior season, it's LTBE. If you never have it's NLTBE.

LTBE's hit this years cap, NLTBE's hit next years cap. (At least that is my understanding).
