Japan was originally invited, but withdrew.  They were replaced by China, but they withdrew too.  So somehow Jamaica got the invite at that point.  The US was last invited in 2007, but hasn't been asked back since.  While I think CONMEBOL would love the dollars that the US would bring to the table, the issue is overlap with the CONCACAF Gold Cup.
 
Of course, the US will be hosting the special 2016 Copa America Centenario next year when there's only the Olympics on the summer calendar.
 
Only Brazil has announced its squad so far, from what I can tell:

Mexico coach Miguel Herrera will finally announce his provisional squad for June's Copa America on May 11. While El Tri's Gold Cup squad won't be officially known until June, we'll be able to deduce from those left out of the Copa America squad which players will be in the United States at the Gold Cup trying to wrestle the CONCACAF crown back from the U.S. national team this July.
 
El Tri's manager has been adamant that the Gold Cup -- despite the lower quality of teams involved compared to the Copa America -- is the priority, because winning it leads to a playoff against the United States for a place at the Confederations Cup in Russia in 2017.

I read "Douglast Costa" as a typo of Diego Costa. Then, I thought, where is Diego? But then I laughed: he's Spanish now.
