      This is actually illegal in NCAA rules (only the player who catches the snap can legally throw the ball away). I'm not sure if the same is true for NFL but it may be.

    The ACC Commissioner doesn't have the power to overturn game results. It would have to be voted on by the member schools, and I can think of several schools that would be perfectly happy to vote it down.

      I'm not sure what you mean. I think the rule is fine the way it is. How would you change it?   Probably the easiest from a rule book perspective would be awarding the fumbling team with the ball at the spot they lost it.
