Because it’s Trumpian to assert — on a quiet Saturday last week — that the personal conduct policy, which explicitly covers fraud, does not extend to ripping off fans who were assured they were purchasing game worn memorabilia.

Yes, but there never has been much interest in this on the part of prosecutors, and that certainly is understandable in the big scheme of things.
