The "surviving the ground" portion of the rule is an axiom that's used to determine if the receiver truly controlled the ball. If the ball comes out after hitting the ground, then the receiver must not have truly had control over the ball. If the receiver survives the ground, then he had control the entire time and the catch is made where he first contacts/controls the ball.Re: Tate
If no Falcons had been on the field and the ball had come loose when Tate's chest hit the ground, I assume by current NFL catch rules it would've been considered an incomplete pass.
While I think it's clear that his knee was on the ground and a Falcon was touching him before the ball was across the goal line, I would think that in order to "be down" he would need to have possession... which would happen after he "completed the catch"... which from everything I understand about the NFL catch rules, didn't happen until he was in the end zone.
Is there a specific rule that counters what I'm saying? I haven't seen it mentioned in the articles I've read.

They won their first two games by a combined 35 points, so they weren't exactly airing it out in the 2nd halves of those games. I expect Cooper to end up with 75-85 catches, 1,250 yards, and 8-10 TD's when all is said and done. Barring injury, of course.
