I love the google translate version of that article:

In the winter, with Navojoa's Mayos, he finished as a leader of triumphs (9), strikeouts (87), and sublivet of effectiveness (2.32), in addition he also appeared in postseason, where he was the Most Valuable of the Final Series with the Eagles Of Mexicali and also of the Series of the Caribbean, where it allowed only one race in 10 work entrances. In summer he had a great job when he was on loan with the Steelers of Monclova: he had a record of 5-1 and 2.47 of effectiveness.
We could use a leader of triumphs. Since I speak no Spanish, and the google translation is a little imperfect, my impression could be wrong, but it sounds like they are signing him as a depth starting pitcher or long reliever.

They are signing him to get more triumphs.

Says he's signed to the minors with a chance to make the team out of spring training. Yankees apparently also had interest.

In summary:
He led the Mexican winter league with 9 victories 87 K and was second in ERA with 2.32. He was the MVP of the championship series and in the Serie del Caribe he only admitted one run in 10 innings.
Yankees also had interest, but his agent thought it was more probable he could get to the majors with the Sox, due to 2 starting pitching openings or as a long reliever. He is 28 so it´s now or never. Teddy Higuera got to the Brewers when he was 27.

Looking at Fangraphs, his numbers got a lot better last year. Over 8 K/9 after being in the 6.5-7.5 range for most of his career. And a drop from about 3 BB/9 to 1.1 BB/9. He seems to be worth taking a flyer on. Is there any scouting on his pitches?

Apparently in 2014 he added a splitter that he has been using lately. His fastball tops 93. I couldn´t find any other information regarding his repertoire.

I for one appreciate the addition of some Mexican Mystery Spice to this year's training camp.

Ha! Brian Cashman is somewhere throwing chairs against a wall, or at least shoving them vigorously.

Besides Alfredo Aceves and kinda-sorta Ted Williams, what other Mexicans have ever played for the Sox?

Baldomero Almada the first Mexican player ever to play in the Majors, played for the Sox. It's interesting to notice this happened in 1933.

Also, I remember Vicente Romo.

Bobby Avila, batting champ in Cleveland in 1954, played 22 games for the Sox before retiring.

I also remember Dennys Reyes pitched some innings before retiring.

If you include Mexican Americans, probably the best Mexican first baseman (Adrian Gonzalez) and SS (Nomar) played for the Sox...

He's got 2 triumphs, 20 Ks, and a sublivet of effectiveness of 1.55 through 5 appearances/29.0 IP with the Pawtucket Red Averages this year.

It was amazing to hear the Oakland radio announcers talking about his 90mph fastball being "poor velocity". I remember when that was above average. Now, it almost seems like 94 is the price of admission.

And not just for bottom of the rotation guys, Tom Glavine spent most of his career "sometimes hitting 91". Would he even get a call up today?

He'd probably read 94 today. In the early 90s they were measuring with radar guns as best they could mid-trajectory; pitch f/x bumped that to 55' back, and the Trackman doppler they switched to this year bumped measurements up another half mph or so.
