I suspect you are underestimating how hard it is to score from the 5. If you get the on-sides, you aren't stuck with a hail mary if you have 30ish seconds on the clock, and that's why it is likely the better percentage play. And the odds of one of those shots actually getting the TD are way higher than the odds of a hail mary after the onside.
