What we are waiting for is Hayward to declare where he intends to sign. Literally nothing needs to happen for him to do this. He probably should, and will, contact the teams involved personally first, but that takes a total of a few minutes to accomplish.
In short, this isn't a paperwork delay or a making it official delay. The two possibilities are Hayward hasn't decided yet or he did, lost control of the story break, and is trying to hit reset to get control back.

I would say... because they are all long-time NBA writers with their own sources, and the odds that all of them didn't bother to send out a quick check with some of those sources before making up a confirmation is pretty slim?
